dc.description.abstractThe coastal area along Deli Serdang and Serdang Bedagai posseses abundant resources as well as inescapable, potential coastal hazards. Many infrastructures and activites may conflict each other and increase the hazards toward the structures, coastal habitat and the lives depending on it Therefore, the coastal zone should be well managedin an integrated management, one of its tasks is to define coastal setback This thesis describe coastal setback which purpose is to protect the coast from storm surge and other sea forces which inflict coastal area and the infrastructures lying on it. Coastal setback defines the safety boundary, which in this case measured from the berm, for it can be identified easily on the site. Within the coastal setback permanent and semi permanent structures are not allowed. Using the data estimated for 3 locations in 3 different kecamatan in Deli Serdang and Serdang Bedagai, it is indicated that the coastal setback range from 197,5 m to 275.8 m. Based on the analysis using geographical information system (GIS), two kecamatan are considered to have the most risk sites in terms of erosion (which inflicts coastal setback). They are Kecamatan Percut Sei Tuan and Kecamatan Perbaungan. Note that the GIS analysis is based on the data on length of shoreline, population density. forestry area and pond area. Field observation shows that it will not be easy to implement the coastal setback within the range of 200 m. For the reason, Keppres No. 32 tahun 1990, which states that the coastal setback is 100 m, should be uphold as the minimal range For the mean time, coastal zone management should be integrally conducted involving multiple parties including governmental agencies, coastal societies and universities. In turn awareness and sinergie participation from all stakeholders can be realized in a program to observe the coastal setback and to reduce its detrimental factors. If this materialized, the coastal setback could be extended to the buffer zone which is calculated to have 325 m of width from the shoreline.en_US
