Maintenance of 9 Irrigation Areas with a total area of 1,042 Ha in the Technical
Implementation Unit (UPT) Region III of the Water Resources, Highways and Construction
Development Services of Deli Serdang Regency could not be carried out all, due to limited
funds due to budget refocusing. This study aims to analyze the dominant criteria that need
to be considered in determining irrigation area maintenance priorities so that prioritization
is not only limited to deliberations and suggestions from the community but has clear
criteria, as well as analyzing the priority order of irrigation area maintenance using the
Analytical Hierarchy Process (AHP) through a questionnaire. to selected respondents and
the Point Allocation (PA) method as a comparison. The criteria reviewed are irrigation
performance criteria (physical infrastructure, crop productivity and personnel
organization), area size criteria (large, medium, and small area), funding source criteria
(PAD, DAU, and DAK), and budget target criteria (resilience food, and improvement of
irrigation services). The results of the Analytical Hierarchy Process (AHP) show that the
budget target criteria are the dominant criteria that need to be considered with a value of
0.33. While the dominant sub-criteria that need to be considered from each criterion are the
physical infrastructure sub-criteria (0.55), large area sub-criteria (0.47), special allocation
funds sub-criteria (0.41), and food security sub-criteria (0.60). The first order of priority for
irrigation area maintenance is D.I Jati Baru with a weight of 0.143. For the second to ninth
priority in a row are D.I Pertumbuk, D.I Sei Tuan, D.I Johar Baru, D.I Kotasan, D.I
Jaharum B, D.I Tj. Garbus Kampung, D.I Tanjung Siporkis, and D.I Kampung Melayu. As
a comparison, the Point Allocation (PA) method gives results that are not much different
from the first order of priority for maintenance of irrigation areas, namely D.I Jati Baru
with a weight of 0.149. For the second to ninth priority in a row are D.I Pertumbuk, D.I
Johar Baru, D.I Jaharum B, D.I Sei Tuan, D.I Kotasan, D.I Tj. Garbus Kampung, D.I
Tanjung Siporkis, D.I Kampung Melayu.
