This study focuses on Communication Strategy of Regional Public Relations in
establishing a positive image of the government of Pakpak Bharat Regency and analyzes the
obstacles faced by public relations in establishing a positive image after the catch red-handed
operation against the Regent of Pakpak Bharat. The constructivism paradigm is used with
qualitative methods. Data collection techniques using observation techniques, in-depth
interviews and documentation study. The research informants are the government employees who
serve in the Public Relations section and the Communication and Information Office of the
Pakpak Bharat District Government who has extensive knowledge of the problems studied. The
results of the study show that public relations uses three communication
strategies, (1) defensive strategy, (2) developing new work programs, and (3) working
with the media to socialize local government work. programs. The obstacles experienced by
the public relations are the duties and functions of public relations which are not in accordance
with the PP (Regional Regulation) No. 51/2017 and the lack of competent human resources in the
field of public relations.
