| dc.description.abstract | This study aims to analyze the communication strategy and communication barriers
of the Direktorat lalu lintas of the North Sumatra Regional Police (Ditlantas Polda
Sumut) in socializing e-tilang in Medan city, North Sumatra province, Indonesia.
The theories and concepts used in this research are communication strategies
related to planning, implementation and evaluation from the perspective of
communication used in organizations. The research method used is descriptive
method with qualitative approach. The data collection techniques used in this
research are in-depth interviews, observation, and documentation. The informants
in this study were four people who were directly involved and fully involved in the
implementation of the socialization of e-tilang communication strategy. For data
validity in this study, two source triangulation informants were used from outside
the Police agency. The data analysis technique used is interactive model analysis.
The results of this study show that in the communication strategy that occurs in the
e-tilang socialization program in Medan city begins with planning then
implementation and evaluation. The communicator who acts directly is Subdit
Kamsel as the main actor in socializing e-tilang, the messages designed are
educative and persuasive, the media used are mass media and new media, the
audience segmentation chosen is motor vehicle users in downtown Medan. The
communication barriers found in this research are physical barriers, frame of mind
barriers, and cultural barriers. | en_US |
