dc.description.abstract | The background of this research is the Re-Voting (PSU) and lawsuit of the Election Result Dispute (PHPU) that occurred in the 2019 Election in Tebing Tinggi City Of the various problems that arise on Election Day and Vote Counting, some of them are caused by the performance of the KPPS at TPS (Polling Station). The Governance of Technical Guidance at the Voting Organizing Group (KPPS) level in the 2019 Election in Tebing Tinggi City is one of the determinants of the sustainability of democracy. The level of election violations by election organizers that occur. especially at the lowest level, can raise suspicions about election results with integrity for the community, Carrying out technical guidance on a large number of KPPS requires appropriate methods, budget planning, time, and techniques so that the guidance runs effectively. The short stage time from the formation of the KPPS to the voting day requires Standard Operating Procedures (SOP) and methods that are right on target in order to produce a professional KPPS.
This is a descriptive qualitative research method, which presents the facts found comprehensively through in-depth interviews. The data analysis technique consists of data reduction, data presentation, and conclusion drawing. The results of the research obtained are that the governance of the KPPS technical guidance carried out by the Tebing Tinggi City KPU in the 2019 Election is constrained by several factors, namely 1. Budget, 2. Limited time planning at the KPPS level, and 3. Technical Guidance Methods. KPPS as a benchmark for the success of the process of voting and counting votes at TPS is necessary to improve the training system.
Analyzing the governance of KPPS technical guidance to obtain a formula for carrying out technical guidance professionally, the researcher uses indications of professionalism using Sahdan's opinion (2008) that measures professionalism through 3 (three) mam quadrants, namely: regulative capacity, implemented capacity, and administrative capacity. Furthermore, this research recommends that the technical guidance process be carried out based on Standard Operating Procedures (SOP) and using the TPS Simulation method so that technical guidance is maximized and minimizes KPPS errors in the process of voting and vote counting. | en_US |
