The background of this research is the Re-Voting (PSU) which colored the 2020 Simultaneous
Elections in Labuhanbatu Regency. The performance of the Voting Organizing Group (KPPS)
for the 2020 Simultaneous Election., In Labuhanbatu Regency is questioned because PSU
occurs Twice (the Fir.ft PSU 9 TPS and the Second PSU 2 TPS), there was a recruitment process to
reappoint the Chairperson and Members of the KPPS and PPK in the DeciY, ion of
the Constitutional Court, and the recruitment process repeated up to three times.
The research employs a qualitative approach with the case study method. Data collection technique
used are in-depth interviews and documents to support and add to evidence from other
sources. This study aims to understand the phenomenon of what is experienced by
research subjects holistically "in a descriptive way, in the form of words, in a particular
context. "
To prove the performance of the Labuhanbatu Regency KPPS, researchers analyze the performance of
the Labuhanbatu Regency KPPS with 5 indicators by Kasmir, namely: Quality, Quantity, Time,
Collaboration between Employees and Supervision. This study finds that even though the KPPS of
Labuhanbatu Regency has made maximum efforts in carrying out their duties, the performance
of the KPPS of Labuhanbatu Regency is not good due to several factors, namely: J.
Obstacles in the KPPS recruitment process, and minimal and ineffective technical guidance for
KPPS 2. Regulations regarding voters using KTP-EI as another identity when voting at TPS
must be clarified.
