Culture stated that Indonesia has the potential to become a developed country.

stated that Indonesia has the potential to become a developed country. The concept of
a creative economy that adopts creativity and creative ideas into business activities
can become a commercial source and will ultimately encourage people's welfare for
the better. The general purpose of conducting this thesis research is to find out the
extent of support for legal certainty, the role of the government, and legal problems
faced by the government and the community as creative economic actors in North
Sumatra. This research is expected to contribute regularly or directly to the North
Sumatra Provincial government in terms of efforts to accommodate the availability of
legal products intended for creative economic activities.
This study uses a normative legal research method that is descriptive analytical. Secondary data includes primary, secondary and tertiary legal materials.
Analysis of the data collected by using qualitative descriptive analysis.
The results showed that the support of legal certainty for the creative
economy Presidential Instruction No. 2 of 2009 concerning Increasing the Use of
Domestic Products (Inpres P3DN), Presidential Instruction No. 6/2009 on Creative
Economy Development (Inpres No. 6/2009), Presidential Regulation Number 19 of
2015 concerning tourism. Legal problems in the development of the creative economy
of the culinary sub-sector in North Sumatra Province, especially in the city of Medan,
namely the dominant position of creative businesses, the still weak creative economy
institutions, legal certainty in licensing will strengthen the position of creative
economy actors, the business climate is still not conducive. The role of the
government in developing the creative economy of the culinary sub-sector in North
Sumatra Province is as a regulator and to increase the competitiveness of the
creative industry in the culinary sub-sector.
