    Abstract
    The strike off by workers followed by demonstration on April 1994 in Medan and industrial estate surroundings is the most transparent sample law protection quality effect exists for workers. There are many the law problematic in protection on the context of demonstration event how the drawing of condition and law protection to workers in Medan industrial estate (KIM), what factors or condition that cause demonstration in Medan, how far the strike off may be used as a tool of protction by workers and what the action of government in order to improve the law protection to workers after demonstration. To answer the above mentioned problem, study has been conducted by using descriptive analytical approach. Primary and secondary data is obtained through field. and library research. This research instrument used document form, questionnaire and interview. The target population sample consisting of those workers and each employers' representative is determined by the technique of purposive sampling. Data obtained furtherly analyzed inductively and deductively methods. From this research shows that for law protection on Medan industrial estate (KIM) for period before the demonstration took place in Medan is poorly in meant those workers haven't got a fairly protection as due to according to regulation be valid. Meanwhile as after the demonstration took place, however, the quality of protection has moved into a better change. There are many factors or condition that cause strike off or demonstration took place in Medan. Amongst is how very low the rate of wages, the weakness for law enforcement those employers, a collution between employers and government, an intervention of military in the settlement of industrial dispute, SPSI (All Indonesia Workers' Union) is not effective to answer those workers' demand, the labour market is imbalance and be more increasingly law awarness on those workers. principally, the strike off is a last action carried out if only some efforts have been made but fail. That is if the both parties, employer and worker have made any negotiation on company level, Department, on the District committees of industrial disputes (Panitia whenever find a dead-locked or at least nothing settlement. In order to improve the law protection to workers, government has issued an Integrated Man-power Protection Program. Some of them by withdrawal the Man-power Ministry's Decree No. KEP-342/MEN/1986, to support the restructuring of SPSI from a form unitarism into federation, and submit a Draft of law (RUU) about the demonstration.
