Analisis Penyusunan Daerah Pemilihan dan Alokasi Kursi pada Pemilu Tahun 2024 di Kabupaten Batu Bara

Abstract

This paper aims to explain, and analyze the process of a"angement of electoral districts and seat allocation for members of DPRD of Batu Bara Regency carried out by KPU (the General Election Commission) of Batu Bara Regency for the 2024 Election in the eyes of law Number 7 of2017 concerning General Elections as an effort to ensure the application of the principles of arranging electoral districts and determining seat allocation, explaining the related parties that influence the process of arrangement electoral districts and explaining the obstacles found in the process of arrangement of electoral districts in the 2024 elections in Batu Bara Regency. This study uses a descriptive qualitative approach to obtain complete data that can be described clearly and able to explain the reasons for an incident in detail and accurately. The object of this study is the KPU of Batu Bara Regency as the election management body that is authorized in the process of preparing the a"angement of electoral districts and seat allocation for members of the Batu Bara Regency DPRD for the 2024 election. The result indicates that the stage of arrangement of electoral districts and seat allocation run well and smoothly in accordance with existing regulations and the time specified and in accordance with the principle of arrangement of electoral districts based on civil society information systems used as a tool where there are still parts that are not optimal. There is turmoil in the Batu Bara Regency community with a large number of inputs and responses from the community that go to the Batu Bara Regency KPU, as well as input submitted by related parties during the public test process which is used as input by the Batu Bara Regency KPU according to existing regulations. KPU Batu Bara continues to maintain its integrity not to falter in the face of intervention from any party. The obstacle encountered during the process of arrangement of electoral districts and seat allocation is the difference in the map of the area contained in sidapil (information system of electoral district) with the fact on site that does not match the map of the Batu Bara Regency area.
