dc.description.abstractThe Binjai City Government conducted a grand launch of 5 Binjai Smart City E-Government applications and the Binjai Command Center by Mayor H. M. Idaham in the 2016-2021 Period in March 2017. The Binjai Smart City E-government applications consist of E-Musrembang, both E-Communities, the third is E-Doctor, the fourth is E-Licensing, and the fifth is E-Warung. One application that accommodates all the aspirations of the people of the city of Binjai is E-Masyarakat. The E-Masyarakat application still has reports sent by the public that have not been processed. So that the community assesses the slow response from operators regarding public complaints, where these complaints require a quick response from the government. Due to the lack of accuracy of the E-community Operator in implementing this program, the process for following up on incoming reports is hampered. This research uses normative legal research. In this research, using a statutory approach. The data source used is secondary data, which it consists of primary, secondary, and tertiary legal materials. Library research was used to collect the data, then processed andl analyzed them usingl qualitative method analysisl techniques. The results of E-Government research in Binjai City show that the implementation of government through E-Society applications is still not optimal. This is because the follow-up to reports made by the public is only based on Mayor Regulation No. 53 as a guideline for the implementation of E-government in the Binjai City Government, which is not in accordance with Article 4 of Law no. 14 of 2008 concerning Public Information Disclosure. In addition, E-Government arrangements in the administration of government in Binjai City still do not have a specific legal framework in setting Regional Regulations. Nonetheless, the E-Society application has been updated and renamed to Binjai Satu Application since Mayor Amir's leadership, so it is expected to provide better service to the community.. E-government arrangements in the government in the city of Binjai in the application of E-Societies, it is expected that the government of the city of Binjai makes or creates special regulations in the form of Regional Regulations that regulate the use of E-Government inl the cityl of lBinjai. In thel implementation of E-lGovernment, local governments must have the principle or principle of legality as the basis for government actions to be carried out. In the implementation of this program, it is expected that all OPDs in the city of Binjai and E-Masyarakat Admins will conduct training or socialization in the use of E-Masyarakat so that the people of Binjai City can more easily use the E-Masyarakat application. E-government is one of the main elements that must be present and implemented as best as possible with the active participation of all levels of society in an effort to succeed in the smart city vision that has been set by the governmenten_US
