| dc.description.abstract | This study aims to describe and examine the effectiveness of the Buy The
Service Program through the Trans Metro Deli Bus Service in alleviating
congestion in Medan City and why the Buy The Service program was created to
overcome congestion. The BTS program is implemented with the aim of providing
public transportation-based public services that are efficient, based on SOPs, and
have minimum service standards (SPM). Data found in the field of the Buy The
Service program has not had significant benefits related to its impact on
congestion. This shows that there are obstacles in the realization of the
development of the Buy The Service program through the Trans Metro Deli Bus
Service in overcoming congestion in Medan City.
The research method used in this study is descriptive research with a
qualitative approach. Data collection is carried out by interview, observation,
documentation, and literature techniques. Data were analyzed qualitatively with
indicators of program effectiveness by Campbell, J.P., including: program success,
goal success, satisfaction with the program, levels of output and input, and
achievement of overall goals.
The results of the study show that the success of the program is not achieved
by the inability of operators to divert the public to use the services of this program.
Then, on the Target Success indicator, the government is unable to achieve the
goals needed to succeed this program. Then, in the Satisfaction with the Program
indicator, the community is not affected by reducing congestion through this
program. Furthermore, in the indicators of output and input levels, the realization
of output has been good, it's just the lack of maintenance of facilities and
infrastructure. Then, the overall goal achievement indicator shows that the
planning is not mature for the implementation of this program.. An intensive role is
needed from local governments in supporting this program. In addition, face-toface and consistent socialization that reaches all levels of society is needed so that
people are motivated to use the Trans Metro Deli Bus Service. In addition, Trans
Metro Deli Bus service operators are more emphasized regarding applicable SOPs
and SPMs. Finally, the Trans Metro Deli Bus Service should be further encouraged
regarding support through local governments and local communities affected by
the service. Thus, the various obstacles described must be addressed to realize an
