The Indonesian government is concerned about national food security. This is
evident from Government Regulation (PP) No. 17/2015 on food security and
nutrition by integrating the development of food security and nutrition. Therefore,
the government issued a food estate program policy food estate is a large-scale
agricultural concept >25 hecares that integrates with science and technology,
capital, and modern organization and management. The first function of food
security is to have food availability from production, final stocks, food reserves,
supplies from outside or imports and then guarantee access to food for all residents.
The second function is an imperative requirement in the development of creative
human resources and as an important determinant in supporting a stable and
conducive economy for national development. The study aims to identify the effect
of the food estate program on the institutional capacity of farmers and the role of
the community on the institutional capacity of farmers. The methods used in this
research are quantitative descriptive analysis, multiple linear analysis, and
qualitative descriptive analysis. The results of multiple regression analysis with the
backward method show that institutional capacity variables are significantly
influenced by the dynamism of farmer groups, the role of extension workers and
member characteristics. The results of descriptive analysis with a likert scale show
that the role of the community in the food estate program is in the high category.
