Abstract
The background of this research stems from the phenomenon that occurs in North Sumatra related to licensing of underground water sources that still seem not to comply and understand the importance of managing SIPA. This illustrates that SIPA is often misunderstood by business owners. The objectives of this study are to analyze the regulation of groundwater exploitation permits in North Sumatra Province, to analyze the impact of issuing groundwater concession permits on environmental law, to analyze the impact of groundwater exploitation permits in North Sumatra.
The method in this study uses a mixed method approach, which produces more comprehensive facts in researching research problems. The mix method used in this study uses concurrent embedded where this method places one method to support another method. Operationally, in the formulation of the first problem using a qualitative method regarding the regulation of groundwater exploitation permits, it is used as a basis for quantitatively examining the consequences. Furthermore, the results of the regression in the second problem formulation are used as a reference to explain the third problem formulation, namely the case study at the Estomihi Hospital in Medan, the Grand Antares Hotel and the Happy Swimming Pool.
The results of this study indicate that the implementation of groundwater management activities is carried out in a coordinated manner between the Provincial Government and Regency/City Governments. As far as technical matters are concerned, the Provincial Government provides support and facilities as the basis for implementing administrative management by the Regency/City Government. Then there is the impact of the issuance of a groundwater concession permit on environmental law. Furthermore, the existence of a groundwater exploitation permit in North Sumatra Province creates a dilemma, where there are still factors that must be strengthened, especially in terms of socialization to the community.
