    Abstract
The needs of people's lives in coastal areas are higher, making the Government take the initiative to promote the sustainable use of coastal and marine resources. One way to improve the community's economy is the development of ecotourism. Tourism development is a planned and structured effort to improve tourist facilities and areas that are marketed to potential tourists. Ecotourism development cannot be separated from community involvement in planning and implementation. The purpose of this research is to identify community perceptions, describe existing potential, and determine development strategies. The location of ecotourism is in Bogak Besar Village, Teluk Mengkudu District, Serdang Bedagai Regency and Sei Nagalawan Village, Perbaungan District, Serdang Bedagai Regency. Development has been carried out in Sei Nagalawan Village, but has not been carried out in Bogak Besar Village. Sei Nagalawan Village was used as a reference for the development of Bogak Besar Village. Data collection methods included observation, distributing questionnaires and interviews. The processing method uses SWOT analysis. The results showed that Bogak Besar Village is in quadrant 2, which is facing various threats but still has internal strengths whose strategies must be applied using strengths to take advantage of long-term opportunities by means of product or market strategies. An example of a strategy that must be applied is to promote the existence of mangrove forests that are still maintained to schools or campuses to hold educational introductions to mangrove ecosystems. Sei Nagalawan Village is in quadrant 1, which is a very favorable position for ecotourism because it has opportunities and strengths so that it can take advantage of existing opportunities, with strategies to support aggressive growth policies. An example of a strategy that is applied is to take advantage of opportunities and strengths in order to continue to grow.
