The aims of this study include: Analyzing production actors, cultivated
commodities, and farming productivity of each commodity in the national strategic
program Food Estate Ria-Ria Village, Pollung District, Humbang Hasundutan
Regency. The selection of the research areas was carried out purposively (purposive
sampling) with the consideration that Ria-Ria Village, Pollung District, Humbang
Hasundutan Regency was the first area to be selected in implementing the Food
Estate strategic national program in North Sumatra. Data collection was carried out
from October to November 2022, which is the primary data collection stage in the
field. The research method used is descriptive analysis with a qualitative approach
with data analysis methods using the Miles and Huberman model of analysis. The
results showed that the production actors involved in the Food Estate program in
Humbang Hasundutan Regency were the government from the operational team
(transition) of the Coordinating Ministry of Maritime Affairs and Investment,
farmer organizations (farmer groups), the private sector consisting of investors,
namely PT. Parna Raya. The commodities cultivated were in stage I, namely
potatoes, shallots and garlic and in stage II until now, namely potatoes, shallots,
garlic, red chilies, and cabbage. The highest Food Estate productivity was in red
chilies, namely 16,100 ton/Ha and the lowest farming productivity was in cabbage
or cabbage, namely 4,525 ton/Ha
