This reasearch was to determine the use of e-books by library users in Tebing Tinggi City during the COVID-19 pandemic. The research used a descriptive quantitative approach. The population of this study was all library members, totaling 10,328 people, with the category of high school students (SMA). The sample size was determined using the Slovin formula, resulting in 100 respondents. Accidental sampling was used in this research. Data collection techniques included observation, distributing questionnaires, and literature review. The results showed that the use of e-book collections by library users in Tebing Tinggi City during the COVID-19 pandemic was good. This was indicated by the fact that 100 respondents had used e-book collections, while only 14 respondents had not. However, the ease of service provided was not good enough, as 61% of respondents experienced difficulties in using the service due to a lack of guidance from librarians (68%). Overall, library users considered the completeness and diversity of information provided to be sufficient (78%), and 85% of respondents felt that the collection availability met their information needs. Moreover, 68% of library users were satisfied with using e-book collections at the Digital Reading Corner (POCADI) in Tebing Tinggi City Library. Based on these findings, it is recommended that the Tebing Tinggi City Library improve promotion and ease of access to digital reading services and e-book collections so that more library users can enjoy these services.
