dc.description.abstractThis research is motivated by the growth of regions and the balance between regions, which requires the optimization of existing resources. With the implementation of regional autonomy, each district in Dairi Regency has an open opportunity to determine development policies and develop new sources of income as their Regional Original Income (PAD) by utilizing the potential of natural resources available in their respective areas. This is an effort to advance the sub-sector of Horticultural Crops in their regional development and to improve the economic growth of the community. This study aims to identify the commodity base of Horticultural Crops, determine the proportional growth and market share growth of the commodity base of Horticultural Crops in each district, and identify the priority for developing the commodity base of plantation crops in each district of Dairi Regency. The data used in this study were secondary data. The data analysis employed in this research includes Location Quotient analysis, Shift Share analysis, and a combination of Location Quotient and Shift Share analysis. The results of the study indicate that the commodity base in Dairi Regency consists of Big Chili, Potatoes, Cabbage, Tomatoes, Spinach, Long Beans, Water Spinach, Cucumbers, Scallions, and Shallots. The district with the highest number of rapidly growing base horticultural commodities is Sumbul District, which has 8 commodities: Big Chili, Cabbage, Tomatoes, Spinach, Long Beans, Water Spinach, Cucumbers, and Scallions. The horticultural commodity with the highest priority for development is Big Chili, which is present in 10 districts: Sidikalang, Silima Pungapunga, Lae Parira, Siempat Nempu, Siempat Nempu Hulu, Siempat Nempu Hilir, Tiga Lingga, Guung Sitember, Pegagan Hilir, and Tanah Pinem.en_US
