dc.description.abstractVillage Funds are funds for the state revenue and expenditure budget (APBN) which are intended for villages to fund the administration of their administration, the management and implementation of their development, community development, and community empowerment. The village government manages its finances through the APBDesa. Allocation of village funds is needed in improving and empowering the community's economy. The purpose of this study is to find out the Implementation of Village Fund Management Policies in Community Empowerment in Gurubenua Village, Munte District, Karo Regency. The research method used is a qualitative method with a descriptive approach. The data collection techniques used in this research were interviews, observation and documentation studies related to the Implementation of Village Fund Allocation Management (ADD) Policy in Community Empowerment in Gurubenua Village, Munte District, Karo Regency. The data obtained was then analyzed qualitatively using the Miles and Hiberman model. The results of research in the field can be concluded that the Implementation of the Village Fund Allocation Management (ADD) Policy in Community Empowerment in Gurubenua Village, Munte District, Karo Regency shows that the Policy Standards and Targets have been implemented by way of Village Deliberations up to the Village Development Planning Deliberations. The human resources that are owned are still lacking and can be seen from the level of education that still graduates from high school so that it becomes an obstacle to achieving good ADD management, especially related to ADD accountability. The characteristics of the Implementing Organization have been going well. The attitude of the Executors is quite good, but there are still things that have not been able to be implemented optimally, such as poor communication patterns with the community. Communication between organizations has not been well established because the sub-district and district government guidance is still weak so that village empowerment has not been maximized. As well as the social, economic and political environment, which is not conducive, causing problems from the failure to implement village fund allocation management policies, seen from the distribution of village funds so far it has not fully helped economic problems, because the distribution of funds is more likely to be used to meet infrastructure needs, but it is still lacking. in helping overcome economic problems or community empowerment as evidenced by the large number of unemployed people in the village.en_US
