    Implementasi Kebijakan Tanda Tangan Elektronik (TTE) dalam Pelayanan Penerbitan Akta Kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Karo

    Abstract
    Information technology makes the government more confident that the service process to the community is more effective and efficient. Giving a pen as an exclusive gift to someone for signing was still common twenty years ago. However, this trend has changed with the development of technology and the era of digitalization. Currently the world is racing to implement electronic signatures (TTE). One of the Karo Regency Government agencies that has also implemented TTE is the Karo Regency Population and Civil Registry Office. In the process there are several obstacles or problems encountered when implementing this Electronic Signature. Problems with service activities are network interruptions and server errors. In addition to these problems, it turns out that the use of TTE makes people doubt or lack confidence in the implementation of TTE, which results in some people not having birth certificates. The research method used is descriptive with a qualitative approach. Data collection was carried out through interviews, observation and documentation. The data obtained were then analyzed qualitatively using Edward III’s Implementation Theory. This research was conducted to determine the Implementation of Electronic Signature Policy in the Karo Regency Population and Civil Registry Service. The results of the study show that the communication built by the Karo district population and civil registration service has communicated quite well. Existing Human Resources are good enough, it’s just that it requires more training to get used to TTE. The disposition or attitude of the implementers of the electronic signature policy is responsive, supports the objectives of the policy although it still needs to be readjusted in the process of its use and the Bureaucratic Structure in the Implementation of the Electronic Signature Policy in Karo Regency is still not good because it has not been able to cut through complicated bureaucratic flows and long term, although with the excuse of avoiding fraud or forgery of signatures, it still makes people uneasy because they have to wait quite a long time for the process of making birth certificates.
