dc.description.abstractThe Republic of Indonesia is a country that has abundant natural resource potential, biodiversity and a wealth of historical and cultural heritage. North Sumatra is one of the provinces in Indonesia which is famous for its beautiful tourist objects and is spread over many cities and regencies. One of them is the Efrata Waterfall tour in Samosir Regency. However, there are several problems with this tourist attraction and likewise the Culture and Tourism Office of the Samosir Regency as the hosting agency also has problems including a lack of tourism-based human resources, a lack of availability of facilities and infrastructure and a lack of implementation of education and training. The research objective is to find out the Implementation Strategy for the Development of the Euphrates Waterfall Tourism Object at the Samosir Regency Culture and Tourism Office. The research method used is descriptive research with a qualitative approach. Data collection was carried out by interview, observation, and documentation techniques. The data obtained was then analyzed using the implementation theory approach developed by Edward III with Four indicators namely Communication, Resources, Disposition and Bureaucratic Structure. The results of the study show that the Strength) Strategy in developing Euphrates Waterfall tourism is to build infrastructure by improving the location of Euphrates Falls. Then carry out promotions by juxtaposing tourist objects that are again viral which are close to Euphrates Waterfall. The Weakness strategy in developing Efrata Waterfall tourism is to make improvements to access roads, improve drainage, widen parking lots, build stairways, make signposts, and build pedestrian roads. The Opportunity strategy in developing Efrata Waterfall tourism is to take advantage of unique geographical conditions and attractiveness and involve the community in opening a business or selling around the tour. The Threat strategy in developing Efrata Waterfall tourism is adjusted to the Vision and Mission of the Samosir Regency Government, namely developing the community's economy through tourism through tourist villages.en_US
