Adapting to new habits is changing people's lives to be more productive
in the Covid-19 pandemic situation by adopting a clean and healthy lifestyle.
However, there are problems in its implementation, namely the lack of public
participation in regulations, lack of tight security and lack of socialization by the
government in providing information about health protocols. This study aims to
find out how the implementation of the Medan Mayor's regulation number 27 of
2020 in community participation in adapting to new habits in Medan Selayang
District.
This research method is a qualitative research. Data collection was
carried out through interviews, observation and documentation. The data
obtained were then analyzed qualitatively using the Policy Implementation Theory
from Weimer and Vining with the indicators of the Logic of a Policy, the
Environment in which the Policy is Implemented and the Capability of the
Implementer.
Based on the results of the discussion, the implementation of Medan
Mayor Regulation Number 27 of 2020 concerning adaptation to the new normal
for the Covid-19 pandemic has been running effectively. The logic of a policy for
implementers is that the right policy is formed by the Mayor of Medan and the
central government to prevent the community from the danger of transmission of
the Covid-19 virus, the environment in which the policy implementer has not fully
implemented the health protocol properly and the ability of the implementor in
carrying out his duties as a Task Force Covid-19 has been very effective.
Community Participation by always wearing masks, washing hands with soap and
running water and keeping a safe distance.
