Village-owned enterprises are pillars of economic activity in villages that
function as social institutions and commercial institutions. As a commercial
institution, it aims to make a profit by offering local resources (goods and
services) to the market. As a social institution, it favors the interests of the
community through its contribution to the provision of social services. Community
empowerment is one of the efforts to improve community welfare, through several
activities including increasing community initiatives and self-help, improving the
environment and housing, developing village economic businesses, developing
Village Financial Institutions, and activities that can increase community capacity
but in its implementation not all of them are in accordance with the needs of the
community and the interests of the village and the lack of participation of the
village community in running and helping Village-Owned Enterprises to achieve
their goals. For village community empowerment.
The research method used is descriptive research with a qualitative
approach. Data collection techniques are carried out by means of interviews,
observation, and documentation related to the effectiveness of Village-Owned
Enterprises in empowering village communities. The data obtained is then
analyzed qualitatively with the Duncan theory model approach which has
variables of goal achievement, integration, adaptation.
The results showed that the effectiveness of the Village-Owned
Enterprises in empowering the Tanjung Rejo village community, Percut Sei Tuan
sub-district, Deli Serdang district has been running well in accordance with the
achievement of the objectives of the establishment of the Village-Owned
Enterprises. Gradually the community began to integrate to assist in running the
program created by the Village-Owned Enterprises but the obstacles faced were
the unevenness of the program to all village communities and also the lack of
assistance from the local government and the central government. Village-Owned
Enterprises always adapt to meet the needs of the Tanjung Rejodan village
community and assist the community in being independent and increasing
community participation to make the Tajung Rejo village community empowered
in managing the potential of Tanjung Rejo village in order to achieve the
objectives of the establishment of the Village-Owned Enterprises
