dc.description.abstractViolence against women and children is a major problem faced by various countries, including Indonesia. The level of cases of violence has increased every year, especially in the city of Medan. It was recorded that the city of Medan was one of the cities with the highest acts of violence in the province of North Sumatra, especially physically and psychologically. Therefore, the government pays attention through Kementerian Pemberdayaan Perempuan dan Perlindungan Anak (KPP-PA) to be present as protectors for women and children by establishing the Three Ends Program as a form of socialization and handling of cases of violence. The purpose of this study was to identify and describe the implementation of the Three Ends Program in an effort to end violence against women and children at Dinas Pemberdayaan Perempuan, Perlindungan Anak dan Pemberdayaan Masyarakat (DP3APM) Kota Medan The research method used is descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation and documentation related to the Three Ends program to end violence against women and children. The data obtained was then analyzed qualitatively by examining all the data that had been collected using the implementation model theory approach. The results showed that the Implementation of the Three Ends Program in an effort to end violence against women and children at the Medan City Women's Empowerment, Child Protection and Community Empowerment Service (DP3APM) had not fulfilled the variables of policy or program implementation of Donald Van Meter and Carl Van Horn. The law is the standard and target of the three ends program to end violence, but the standards and targets are not working properly. The implementer is competent in implementing the three ends program to end violence against women and children, but other resources such as infrastructure are still limited. Communication carried out by DP3APM Medan City with NGOs and other agencies in the form of outreach and meetings. Integrated implementation bureaucratic structure from KPP-PA to DP3APM. There is support from implementers for the three ends program to end violence against women and children. Responsive attitude of implementers in outreach activities and services for victims of violence.en_US
