The primary function of government consists of a service function and a
regulatory function. The provision of public services is a function of the
government in addition to distribution, regulation, and protection, which is part of
the social contract with the community. Development in Pematang Siantar City is
experiencing rapid growth. However, housing development in Pematang Siantar
City still has many deviations, especially in permits, many buildings do not have
permits due to protracted permit management and lack of public awareness of the
importance of having permits.
The purpose of this study is to find out, understand and describe in detail
related to the implementation of the Building Approval (PBG) service policy, and
this research was conducted at the Investment and One-Stop Integrated Services
Office (DPMPTSP) of Pematang Siantar City. The form of research in this
research is descriptive research using qualitative research methods. To determine
the research informants using purposive sampling techniques. Then, in this study
researchers used source triangulation techniques and method triangulation.
The results showed that if the implementation of the Building Approval
(PBG) service policy is still not optimal due to the lack of socialization provided
by the Investment and One-Stop Integrated Services Office of Pematang Siantar
City, making there are still people who do not understand about the PBG policy,
the available Human Resources (HR) are sufficient to serve the community, but
the facilities and infrastructure are still inadequate to serve the community. In its
implementation, DPMPTSP and the PUPR Office, which are implementing
organizations guided by PP No. 16 of 2021 as a legal basis, in carrying out PBG
service policies are in accordance with the stages described in PP No. 16 of 2021.
Communication between implementing organizations is going well, but
communication with the community through socialization to the community as
applicants is still not optimal. The community as applicants is still unable to apply
the online system in applying for PBG documents, the community has obstacles
because there are additional costs from certified experts, then from political
conditions this policy has the support of the central and provincial governments
and all districts / cities in Indonesia must implement this policy.
