The revolving loan fund program is the provision of loans to MSME
actors, either directly or through intermediaries, which is a manifestation of the
implementation of the functions and roles of LPDB-KUMKM as an instrument of
government policy in the field of empowerment to cooperatives and MSMEs,
through providing access to financing for cooperatives and MSMEs so that they
can increase the business and competitiveness of the products to be produced.
Asahan Regency is an area in North Sumatra Province that carries out regional
autonomy, where the Asahan Regent has the right to regulate his own regional
household affairs, for that the Asahan Regency Government issues a Revolving
Loan Fund program as a government effort to support the development of MSMEs
through the distribution of assistance to MSME actors.
The method used is descriptive qualitative research method. In
researching, researchers conducted interviews with the Office of Cooperatives and
Trade of Asahan Regency, the Head of the UPT Revolving Loan Fund, and the
people of Asahan Regency who received and did not receive Revolving Loan
Funds. Then also conduct observations and documentation to answer research
problems. In analyzing the data, it is done by data reduction, data presentation,
and data inference. The data that has been obtained is then analyzed qualitatively
with the theory of Jann & Wegrich (2007) which suggests to see the
implementation of programs or policies through indicators of program details
specifications, resource allocation, and decisions.
The results from the field research conclude that the revolving loan fund
program in Asahan Regency has been running since 2018. The performance of the
Asahan Regency Cooperative and Trade Office and the Revolving Loan Fund
UPT is quite good. However, there are still many problems that are found, such as
not being right on target because there are recipients who have fictitious
businesses while those who actually have businesses do not get loans, besides that
there are still many borrowers whose payments are in arrears. This is due to the
lack of monitoring from the distributors of the revolving loan program.
