dc.description.abstractThe implementation of community empowerment engages the role of the government to motivate society to make use of the resources. For examples, through micro enterprises development. Micro enterprises have a huge potential and a great opportunity to people for using natural resource and also to embrace human resources. Identically, micro enterprises produce more local product. Thus, to maintain the existence of micro enterprises, it needs more attention about how the people’s capability of utilizing the local wisdom. Gernas BBI or Gerakan Nasional Bangga Buatan Indonesia is one of the government’s program or policy that supports micro enterprises based on local wisdom grows. For example, Ulos enterprises at North Tapanuli regency. In fact, the local government is not able enough to empowering the weavers. This study aims to describe the community empowerment through micro enterprises based on local wisdom in Tarutung, North Tapanuli Regency. This research uses qualitative research method and using Kartasasmita’s theory about efforts of community empowerment. The research location is divided into two locations, which are the Department of Cooperatives, Micro Enterprises and Industry and Trade of North Tapanuli Regency, and Gallery of Dame Ulos Micro Enterprises. The data collection techniques are done through interviews, documentation, and observation. Community empowerment through ulos micro enterprises based local wisdom in Tarutung can be implemented according to the three efforts of community empowerment, such as training or workshops, providing threads, and business licensing. Department of Cooperatives, Micro Enterprises and Industry and Trade of North Tapanuli Regency and Dame Ulos enterprises has been done their own task and duty, but there are no relations between them. In addition, weavers are not yet become the subject of community empowerment.en_US
