Kinerja Dinas Pemberdayaan Perempuan, Perlindungan Anak dan Pemberdayaan Masyarakat Kota Medan dalam Penanganan Kekerasan Fisik terhadap Perempuan dalam Rumah Tangga di Kota Medan

Abstract

Domestic violence against women is still a difficult problem to deal until today. In handling physical abuse against women in the household, the P3APM Office has several obstacles including the high number of cases about domestic violence against women in Medan City, the lack of approach taken by Medan DP3APM to the society that make the society (victims) do not believe the performance of the P3APM service can assist in dealing the cases that currently being experienced by victims, as well as the lack of human resources in the handling process. This study aims to describe how the performance of the Office of Women's Empowerment, Child Protection, and Community Empowerment in Medan City to Handling Physical Abuse against Women in the Household in Medan City so that can reduce the number of domestic violence against women.

This research used a qualitative research method with a descriptive approach. Data collection techniques are carried out by observation, in-depth interviews, and documentation. The data obtained were analyzed using the organizational performance indicator by Dwiyanto, which is divided into productivity, service quality, responsiveness, responsibility and accountability. The results of the study show that the performance of the Medan P3APM Office is quite good but not optimal, because the lack of budget for the agency which hinders the implementation of activities for handling programs, as well as the lack of human resources in dealing the problem of domestic violence against women in Medan City which is an obstacle to effectiveness and the efficiency of handling cases in the Medan P3APM Office.
