dc.description.abstract | The purpose of this study is to find out how effective the use of electronic
parking systems is in realizing smart cities in Medan City. Parking is a very
complex problem in Medan City, especially in terms of management, so the
Medan City Government is innovating to improve parking management from
manual to electronic through the E-Parking Program which was inaugurated on
October 18, 2021. This research is motivated by the uneven implementation of the
e-parking system on the roads where E-Parking has been implemented and seeing
the suitability of the implementation of the e-parking program with the smart city
concept. Problems that arise in the use of e-parking in Medan City, namely the
use of e-parking has not been evenly used by the community, parking attendants
are still confused about using e-parking tools, electronic parking attendants are
still collecting cash, changes in local revenue, as well as facilities and
infrastructure which is not sufficient.
The research method used in this study is a qualitative research method
with a descriptive approach. Researchers conducted interviews with a number of
informants from the Medan City Transportation Agency, such as the Young Road
Transportation Safety Inspector, Head of the Region II Parking Section, and
Parking Officers. Researchers also conducted interviews with the public and
electronic parking attendants in the city of Medan. In addition, researchers made
observations, documentation, and literature studies.
The conclusion from the results of the study entitled Effectiveness of Using
Electronic Parking Systems in Realizing Smart City in Medan City is not yet
effective because the use of e-parking is not optimal and is measured through five
indicators according to Siagian: Program Socialization, Program Understanding,
Program Objectives, Real Change, and Systems Educational Supervision and
Control. The inhibiting factors of the e-parking program so that it is not yet
effective, namely Resources, which are caused by a lack of human resources,
budgets and infrastructure which are obstacles to the e-parking program and lack
of public awareness to participate actively in this program which effect on the
performance of electronic parking attendants in the city of Medan. | en_US |
