dc.description.abstract | Child Identity Card (KIA) is an identity card that must be owned by
unmarried children aged 0-17 years. The Child identity card program is listed in
Permendagri No 2 of 2016. In the city of Medan there are still many who do not
know about the KIA program and its uses because there is very little
socialization about KIA, so they do not know what the use of KIA is, this is very
unfortunate because KIA is a card. Children's identity is like a KTP (Resident
Identity Card) for adults. This study aims to find out how the performance of the
Medan City Population and Civil Registry Office in implementing the KIA
program.
This study uses a descriptive method with a qualitative approach. The
research location is at the Department of Population and Civil Registry of
Medan City. The research informants consisted of the Head of the Program
Development Division, the Head of the Population Registration Team, the Head
of Service Innovation, Population and Civil Registration Analysts, Kindergarten
School Principals, Kindergarten Teachers, and the Community. Data collection
techniques were carried out by interviews, observation, documentation and
literature study. The data obtained were analyzed qualitatively using the
organizational performance theory approach proposed by Moeheriono including
effectiveness, efficiency, quality, and timeliness. The data validation technique in
this study uses the sourcetriangulation technique.
The results of this study are that the performance of the Medan City
Population and Civil Registry Office can be seen from several indicators such as
the effectiveness in which the issuance of KIA is in accordance with the
predetermined plan, but in terms of socialization it is still not going well and
collaboration with agencies in the city of Medan is still not much done. causing
KIA to still not be used, and efficient using little input with large output, then on
the service quality indicator the issuance of KIA has not been able to provide
satisfaction to the community because the services provided do not provide an
explanation of the use of KIA and the Sibisa website cannot submit requests for
issuance KIA, and the performance of the Medan City Population and Civil
Registry Service can be said to have timeliness in providing KIA services. | en_US |
