    Kolaborasi Pemerintah dalam Program Penanggulangan Stunting di Kota Medan

    Abstract
    North Sumatra is one of Indonesia's provinces with a reasonably high stunting rate. North Sumatra's capital is a city with a high level of stunting problems. The attitude taken by the current government is to collaborate. Government collaboration can solve the problem of stunting in Medan City. This research focuses on tackling stunting by looking at the extent to which local government collaboration is in tackling stunting in Medan City. This study uses a qualitative research methodology with a descriptive approach. Primary data was obtained from in-depth interviews and observations. The data and information needed were obtained directly from each Medan City Government agency, including initial conditions, institutional design, leadership, and collaborative processes. It also collects data and information from the Regional People's Legislative Assembly and the private sector, which are involved in the stunting prevention collaboration in the city of Medan. Secondary data was obtained through processed data from authorized individuals and agencies through papers, reports and scientific publications. Data analysis techniques through data reduction activities, data presentation and concluding. The results of the study show that the collaboration of the Medan City government in stunting prevention is that the initial conditions for government collaboration in Medan City saw no dominant power influence, good knowledge resources, no past influence, and encouragement or constraints on data differences. Then, the institutional design of the stunting prevention program forms a coordination forum, creates transparency, and implements regulations that increase participation in collaboration. In addition, leadership in government collaboration in the stunting prevention program in Medan City can bridge all OPDs as well as a collaborative process that has direct communication patterns to build trust with commitment and shared understanding from each OPD to provide benefits to intermediate (mid) program outcomes prevention of stunting in the city of Medan.
