Abstract

This thesis discusses the Implementation of the Employment Social Security Program for Non-Paid Workers in the BPJS Ketenagakerjaan Region of the Medan North Branch Office in terms of Permenaker Number 5 of 2021, and aims to look at the driving factors and inhibiting factors experienced by the BPJS Ketenagakerjaan Kancor North Medan branch using theory welfare state and policy implementation, the research method used in this study is qualitative in nature, namely by describing and analyzing the data obtained through interviews, observation and documentation techniques which are then elaborated in the form of explanations to find out the Implementation of the Employment Social Security Program for Non-Women Wage Recipients in North Medan City. The results of this study indicate that the implementation of the Employment Social Security Program for Non-Wage Workers in North Medan City for membership has met the target, then for payment of contributions it is very easy and affordable. In addition, payment of dues is flexible. With cheap and flexible contributions, the benefits of the employment guarantee program are numerous.
