    Abstract
    The quality of leaders and leadership is the key to the success of a public organization. Leadership is important in dealing with crises so that crises can be handled successfully through solutive actions, caring, humane actions and good teamwork. The success of a leader's leadership can be reflected in the leadership style he applies. The purpose of this study was to find out and describe in depth about women's leadership in overcoming the Corona Virus Disease-19 (COVID 19) Pandemic in the Kuala Silo Bestari Tanjungbalai Village. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interviews, observation, documentation, and literature techniques. The data were analyzed qualitatively with the leadership function of Ajen Boin which includes sense making, public decision, and determinating so that a conclusion can be reached about the female leadership model used. The results of the study show that for sense making, the leaders of the Silo Bestari Kelurahan have a high level of concern and concern for their community through the efforts made to convince the community to reduce the spread of COVID-19. Women leaders are also able to make appropriate and fast decision making in responding to the COVID-19 pandemic, namely through activities to keep their distance, vaccination, use of masks, and social assistance through decision making. Women leaders are able to provide strategies for a humanist approach in dealing with the actions of people who are not willing to follow existing policies through determinating. Thus, based on these three functions, the leadership model used is a transformational leadership model.
