dc.description.abstractThis research is a qualitative research that aims to determine the effectiveness of flood disaster management policies by the Medan City Regional Disaster Management Agency in Medan Petisah District. The flood disaster in Medan City itself is included in the high category that can occur at any time and with various causes as well. Solutions to this disaster are also worth looking for and paying attention to because they have hampered community activities and even caused casualties both human and property. Especially disaster management in Medan City itself has been stipulated in Medan City Regional Regulation Number 2 of 2018 article 29 (paragraph c) regarding mitigation which is used to refer to all actions to reduce the impact of a disaster that can be done before a disaster occurs, including preparedness and long-term risk reduction measures. Data collection techniques use observation, interview, and documentation methods. The data analysis techniques used are data reduction, data presentation, and conclusions. The results showed that (a) Right Policy, first, existing policies have prioritized problem solving. From the series of policies and actions taken by the Medan City Regional Disaster Management Agency, it can be seen that the existing policies have adequately considered and prioritized solving problems for flood management. Second, policies are formulated in accordance with the character of the problem so that the form/ policy of solving the problem also varies. Third, policies are made by institutions with appropriate authority. The Medan City Government authorizes the Medan City Regional Disaster Management Agency in forming appropriate policies on problems regarding flood disasters. (b) Proper implementation, policy implementation does not only focus on the government but there are three implementing institutions, namely the government, the community, and the private sector. (c) Right on Target, that low public awareness of personal safety and the environment, as well as community non-participation in this matter indicate that the communication target has not been achieved because the community still prioritizes personal interests over common interests.en_US
