dc.description.abstractAnnual disasters such as floods are still common in every region of Indonesia, including the City of Tebing Tinggi. Disasters caused by floods, high rainfall, and dense settlements in watershed areas (DAS) become obstacles to government work programs and disrupt community activities. Law Number 24 of 2007 concerning Disaster Management has mandated Article 5 in supporting disaster management efforts so that each region has a disaster management plan. Thus, the Regional Disaster Management Agency (BPBD) of Tebing Tinggi City has made and carried out several strategies to overcome the problem of flooding. However, in practice, the strategies and efforts undertaken have yet to fully run optimally. This is due to the limitations of human resources, infrastructure and financial resources. This study aims to identify, understand, and describe the efforts and strategies to support the Tebing Tinggi City Regional Disaster Management Agency (BPBD) resources in flood management in Tebing Tinggi Kota District. The research method used is descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation, and documentation. The data were obtained and analyzed qualitatively using the approach of one of the strategic theories put forward by Jack Koteen (1997), namely a resource support strategy whose indicators consist of Human Resources (HR), infrastructure and financial resources. It also focuses on the supporting factors and inhibiting factors of implementing the strategy. The results of this study indicate that the strategy to support BPBD Kota Tebing Tinggi resources in flood disaster management in Tebing Tinggi Kota District has been implemented quite well but cannot be said to be optimal. The strategy that has been carried out is to make flood control buildings such as gabions, embankments and retaining walls as well as to carry out inter governmental coordination. One of the factors supporting the implementation of this strategy is the existence of inter-governmental synergy. However, there were several inhibiting factors found, namely the limited quantity and quality of human resources, finances and other supporting facilities as well as an apathetic public culture. Thus, in this study the researchers recommended that it is necessary to submit additional budgets to regional heads in order to fulfill disaster management support facilities, outreach to society and the need for increased human resource capabilities through education and training.en_US
