dc.description.abstract | Based on data from the World Drug Report of the United Nations Office on Drugs and
Crime (UNODC) in 2020, there are at least around 275 million people who abuse drugs in
the world. The National Narcotics Agency (BNN) said that North Sumatra Province is the
area with the most drug addicts in Indonesia. BNN said more than one million people or
10% of the total population are estimated to be drug abusers in North Sumatra. The spread
of drugs is almost difficult to eliminate, although it can be prevented by being restored
through a process of medical and social rehabilitation in helping victims who have fallen
into drug use and have negative effects. This research was conducted at the BNN Deli
Serdang Rehabilitation Workshop. The key informants in this study were 1 head of the BNN
Deli Serdang rehabilitation center. The main informants in this study were seven people
with details of 5 people from officers or staff and 2 people from beneficiaries or clients. as
well as 1 additional informant, namely the beneficiary's family or the client's family. Data
collection techniques were carried out by literature study, observation, interviews and
documentation. The data obtained in the field were then analyzed by researchers who were
explained qualitatively, until finally it could be concluded that the implementation of the
Spiritual Biopsychosocial-based Social Rehabilitation program for victims of drug abuse
at the BNN Deli Serdang Rehabilitation Workshop had been running according to Charles
O Jones' theory. The results of this study show that the standard of program implementation
is divided into 3, namely organizing, has 4 indicators, namely having an organizational
structure, having human resources, having financial resources and having facilities and
infrastructure. The second is interpretation which consists of 3 indicators, namely in
accordance with regulations, in accordance with implementation instructions and in
accordance with technical instructions. The third is the application which consists of 3
indicators, namely having a work program, having work procedures and having an activity
