dc.description.abstractHuman resource guarantees the sustainability of an organization company. Therefore, the human resources of an organization need to be planned so it can achieve its goal. The research aims to analyze the need for human resources suitable to fill the functional position of Goods/Service Procurement Manager in the Ministry of Agrarian and Spatial Planning / National Land Office. This research employs a qualitative method to analyze the natural condition of an object (as opposed to an experiment) where the researcher becomes the key instrument, data are collected using triangulation (combination), inductive/qualitative analysis, and the result of qualitative research focuses on meaning rather than generalization which is taken from the positional and workload analysis. The result indicates that the need for human resources for the functional position of Goods/Service Procurement Manager in the Ministry of Agrarian and Spatial Planning National Land Office has not been filled or still lack. As a result, the civil servants filling the functional position of Goods Service Procurement Manager must work outside the work hours. There are some obstacles in planning and developing the human resource namely lack of interest to fill the functional position of Goods/Service Procurement Manager incomplete documents for the requirement to transfer the position, and the civil servant who is interested to fill the position does not have a certificate of Goods Service Procurement. Steps made by the Ministry of Agrarian and Spatial Planning/National Land Office to overcome this problem namely by conducting position adjustment and selecting employees from other institutions who are interested in working in the Ministry of Agrarian and Spatial Planning National Land Office.en_US
