Partisipasi Masyarakat dalam Perencanaan Pembangunan Berbasis Website E-Musrenbang di Kelurahan Sei Kera Hilir I Kota Medan

Abstract

This study aims to identify, understand, and describe community participation in development planning through the e-musrenbang website in Sei Kera Hilir I Village, Medan City. Due to the proliferation of government website/application, this research is omportant to provide considerations to the government as the wsbsite administrator in establishing coordination that is not confusing for the community. However, the fact on the ground is that there are still not many people who are aware of the existence of website, and community involvement has not been maximized yet. The research method used in this study is descriptive qualitative research with informants being the employees of Sei Kera Hilir I village and the community. Data collection was carried out by interview, observation, and documentation techniques. Data were obtained and analyzed qualitatively with The Ladder of Citizen Participation by Sherry R. Arnstein The result of this study include: 1) The community participation in Sei Kera Hilir I Village is already in the degrees of citizen power category at the participation level of partnership because the implementation of development planning has involved the community with the existence of a community forum which then brought together at the village musrenbang to be formulated and decided, 2) The low of community participation in paying property tax is attributable to the insufficient inclination or awareness among the community.
