    Abstract
    Allocation of Village Funds is direct assistance from the government which is a concrete manifestation of government policies in an effort to improve and improve villages by supporting the improvement of village physical infrastructure and empowering village communities. Janji Village has a community empowerment program, namely a program that uses the Village Fund Allocation (ADD) which includes programs that have been planned such as programs to increase livestock production, foster youth organizations, and also procure seeds. But the program is not all running effectively, there are still many things that must be fixed by the Janji Village government, such as there are programs that are neglected in their implementation, the lack of village government creating innovative new programs, especially in the agriculturalsector to the lack of training for working human resources to allocate village funds. This study aims to determine Organizational Effectiveness in the Implementation of the Village Fund Allocation Program (ADD) in Janji Village, Siempat Nempu Hilir District, Dairi Regency.The research method used is a qualitative research method with a descriptive approach. Data collectiontechniques were carried out by means of interviews, observation and documentation related to research. The data obtained was then analyzed qualitatively by examining all the data that had been collected which was supported by the results of interviews with the Steers theory approach which suggested that organizational effectiveness could be seen through clarity of purpose, philosophy and value system, composition and structure, organizational technology and organizational environment. Based on the results of field research, it can be concluded that organizational effectiveness in implementing the Village Fund Allocation (ADD) program in Community Empowerment in Janji Village has not been effective. This can be seen from the many programs that have been planned but in practice there is still a lack of evaluation from the village government so that many village fund allocation goals have not been achieved, the lack of innovation by the village government in making programs that develop the greatest potential ofJanji Village, namely agriculture, lack of training for village administrators. human resources working to manage Village Fund Allocation (ADD).
