dc.description.abstract | E-kinerja is a digitalized and computerized performance reporting and
evaluation system for employees, eliminating the need for manual reporting using
documents or paper. It has been implemented in Regional Office VI of the State
Personnel Board in Medan. E-kinerja was officially approved through Note Dinas
No 1 of 2022 by the Human Resources Bureau of the State Personnel Board of the
Republic of Indonesia. The phenomena observed in the adaptation of e-kinerja in
Regional Office VI of the State Personnel Board in Medan are as follows: 1)
employees' ability in using digitalization and computerization, 2) rapid changes in
regulations causing confusion among employees in conducting performance
evaluations, 3) subjectivity of the leaders, and 4) frequent server errors in the e kinerja system.
This research aims to examine how the employees of Regional Office VI
adapt to the use of e-kinerja. The research methodology employed is descriptive
qualitative research. Data collection is conducted through primary and secondary
methods. Primary data is obtained through interviews, observations, and
documentation. Secondary data is gathered through literature studies including
books, journals, laws, and news articles. To observe the phenomena occurring in
Regional Office VI of the State Personnel Board in Medan, the researcher utilizes
adaptation indicators proposed by Robbins and Coulter (2017:213), which
include: 1) changes in strategy, 2) changes in structure, 3) changes in technology,
and 4) changes in human resources.
The results of this research indicate that the adaptation of employees in
Regional Office VI of the State Personnel Board in Medan to the use of e-kinerja
is not yet fully prepared. This is because the human resources or employees of
Regional Office VI in Medan still lack understanding of technology and
information usage, such as accessing websites, utilizing Google Forms, and
dealing with other related issues. Approximately 40-50% of the total employees in
Regional Office VI of the State Personnel Board in Medan have a limited
understanding. Subjectivity in performance evaluations by leaders still exists.
Technological readiness is also a key factor in successful adaptation, and the
frequent occurrence of server errors during the data collection period indicates
that the State Personnel Board is not fully prepared for the changes. The
recommendations that the researcher can provide based on this research are as
follows: 1) the need for regular training for employees, 2) fostering knowledge
about computerization, and 3) improvement and reconsideration of the e-kinerja
server, including the possibility of involving third-party intervention. | en_US |
