dc.description.abstractThe purpose of this research is to describe the Pariwiata Development Strategy in the Bukit Simarjarunjung area because this research is important because it is important to carry out this research considering the large number of tourism that can develop in Simalungun Regency which can lead to benefits for development, employment and increase regional income of the Regency which so far has not been associated with tourism. in Simalungun Regency. Tourism is one of the utilization of natural resources that can have high economic value for an area, one of which is in Simalungun Regency, North Sumatra, especially the Bukit Simarjarunjung Region. the strategy used by the people participating in the management of the Simarjarunjung Hill Area is still not enough to attract the attention of local, national and international tourists in the field of service facilities such as cafes which still use the warung method as a place for visitors to rest. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interviews, observation, documentation, and literature techniques. The data were analyzed qualitatively with Kotten strategy indicators consisting of organizational strategy, program strategy, resource support strategy, and institutional strategy. The results of the study show that the Organizational Strategy that has been carried out by the Simalungun Regency Tourism and Culture Office which includes the duties and functions of stakeholders and the human resource quality index (HR) has gone well. Second, the Strategy Program has not been optimally implemented because the planning and marketing and promotion related to Development in the Bukit Simarjarunjung Area have not yet been completed. Third, the Resource Support Strategy has not been maximized due to various problems including the co-19 pandemic. Fourth, the institutional strategy that has been carried out by the Simalungun Regency Disparbud is very good through the existence of the Disparbud website as a form of innovation to increase tourism competitiveness as the vision of the Simalungun Regency Disbudparen_US
