This study aims to find out and analyze publik communication messages in the
process of socializing the implementation of halal tourism and the effectiveness of
publik communication carried out by the Langsa City Tourism Office in the Langsa
City tourist area. This problem needs to be investigated because Langsa City is a city
that has potential and resources in the field of tourism, while the tourism sector is a
potential source of regional income if properly and well managed. However, a
problem arises, because the Aceh region is a predominantly Muslim area and Qanun
applies, namely law with Islamic law, so tourism development must also be in
accordance with Islamic law, so tourism development must also be in accordance
with Islamic teachings, namely in the application of halal tourism. The method used
in this research is a qualitative approach with data collection techniques through
interviews and observation. The theory used as an analysis knife in this study is the
theory flow. From the results of the study it can be described that the Tourism Office
has carried out socialization of halal tourism, but it is limited and not routine. The
forms of socialization carried out include outreach to village officials, outreach
through various Langsa City events, outreach through the activities of the Islamic
Sharia Office, and outreach through social media. As for the effectiveness of the
socialization of halal tourism, as a whole or as expected, of course it has not been
said to be effective, meaning that the desired results have not been fully achieved
because in socializing halal tourism, the Langda City Culture and Tourism Office
experienced a number of obstacles in the form of a lack of socialization facilities and
infrastructure and also low publik awareness and participation in government
recommendations regarding halal tourism.
