    Abstract
    Population growth is increasing from year to year, along with increasing growth rates, the number of living needs that must be met also increases. Water is one of the basic needs in life. The purpose of this study was to determine the water balance and carrying capacity of water resources at the Hamparan Perak IPA water intake point on the Belawan River. In this study, the analysis carried out to find out the status of the water balance is by calculating the surplus-deficit balance, which calculates the difference between the supply debit and the demand debit. Furthermore, the analysis of the status of the carrying capacity of water resources is carried out based on an analysis of the supply-demand balance. The availability of water is calculated based on the 2020 Perumda Tirtanadi IPA Hamparan Perak Water Resources Concession Permit, which is 200 liters/second as well as Belawan River Water User Data issued by the Sumatra II River Basin Office. Based on the analysis that has been carried out, it is known that the status of the water balance at the Hamparan Perak IPA water intake point is a surplus throughout the year. In May with a value of 8.54 m3/s is the highest balance while the lowest balance is in February with a value of 6.95 m3/s. For the carrying capacity of water resources with sufficient status, namely in January, February, September, October, November and December. Meanwhile, in March, April, May, June, July, and August, the status of the carrying capacity of water resources is medium/extensive.
