When the bureaucratic structure is ineffective in actualizing policies, it will result in failure to achieve policy goals. The aims of this research are 1) to analyze the existence of poverty in Medan City since the issuance of Regional Regulation of Medan City No. 5 of 2015 concerning Poverty Reduction, 2) to analyze the implementation of poverty alleviation programs, 3) to analyze the inhibiting factors for the implementation of Regional Regulations 4) to produce a policy implementation model that can be implemented to optimize poverty alleviation in Medan City. This research was conducted with a qualitative approach. The paradigm in this qualitative research is constructivism. There were 18 informants in this study who were determined by purposive sampling technique. Data collection techniques were carried out by means of observation, interviews, Literature Studies, Focus Group Discussions, documentation and triangulation. The results of this study found that Poverty Reduction did not experience a significant decline as seen from the poverty alleviation programs implemented such as food aid, assistance, education, assistance health, housing assistance, skills improvement assistance, business capital assistance and assistance to protect a sense of security have not run optimally. The inhibiting factors include the poverty alleviation program which is still partial, not yet integrated and comprehensive. Weak government bureaucracy is the most crucial problem, the small role of the community, NGOs, the asynchronous central and regional policies and regional apparatus organizations also still shows sectoral ego. The policy model that can be carried out by applying the Collaborative Governance concept by each interested party can significantly reduce the poverty rate.
