    Abstract
    The Jolong Basusuk Simple Rent Flats (Rusunawa) were built in the city of Sibolga.. Based on the policy of the Sibolga city government in addressing the need for residential housing, as an alternative housing option in the city due to limited land. The Rusunawa program is targeted at low-income communities (MBR). Rusunawa Jolong Basusuk has problems with the condition of facilities and infrastructure that are not well maintained. These situations and conditions should question how the management system has been managed by the UPT Rusunawa since 2015 until now. As a result, the Rusunawa has the impression of being a new slum, very far from the function and purpose of the Rusunawa development. This study aims to examine the condition and quality of the rusunawa facilities and infrastructure and evaluate the management of the rusunawa. The method used is descriptive quantitative by conducting surveys with observations, interviews, and distributing questionnaires, then will be analyzed with POAC analysis (planning, organizing, actuating and controlling). From the results of the study it was found that the condition of the facilities and infrastructure of the Jolong Basusuk flats was still far from what it should have been, most of the flats were damaged and misused the functions of the facilities that had been assigned. Management has not been carried out optimally due to limited funds and a lack of awareness among residents. Likewise, the evaluation of management has not been carried out optimally
