Regional economic growth is one of the important elements in the regional development process in addition to aspects of equity and stability. Development planning with limited resources as a consequence should be focused on planning the development of superior sector-based areas that have a large multiplier effect on other sectors or the economy as a whole. This study aims to determine the leading sectors and regional development strategies through the economic development of Mandailing Natal Regency so that it can be used as information and consideration material in the preparation of regional development planning. This study uses secondary data in the form of time series from the Gross Regional Domestic Product (GRDP) of Mandailing Natal Regency and North Sumatra Province in 2011-2021. The analytical tools used in this study are Location Quotient (LQ) analysis, Shift Share analysis (Estaban Marquilas), Growth Ratio Model (MRP) and Klassen, SWOT and AHP Typology analysis. The results of each sector analysis are then ovelay to combine all sectors with positive value. The sector that has a positive value in the four columns is the sector that wins in all competitions, namely the Agriculture, Forestry and Fisheries Sector. The leading sector then identified the inhibiting and supporting factors as a basis for the preparation of alternative strategies. The most important supporting factor is the development of the trend of agricultural land area, especially the plantation sub-sector, increasing. The most important inhibiting factor is the conversion of agricultural land. The development strategy is carried out by prioritizing all programs and activities for the development of the Agriculture, Forestry and Fisheries Sector with criteria of management approach, resource deployment, community participation mobilization through five alternative strategies, namely the provision of production input facilities, technology utilization, marketing expansion, infrastructure development, institutional strengthening.en_US
