Analisis Perpustakaan Khusus Sekretariat Umum Kepolisian Daerah Sumatera Utara Berdasarkan Peraturan Kepala Perpustakaan Nasional RI Nomor 14 Tahun 2017

Abstract

The objective of the research is to analyze the Special Library, based on the

Directive of the Head of the National Library No. 14/2017 at the Special Library

of the North Sumatera Regional Police. The research employs descriptive

qualitative, and the data are gathered by conducting observation, interview, and

documentation. The informants are selected by using purposive sampling

technique: an in-depth interview is conducted. The Directive of the Head of the

National Library No. 14/2017 had 7 (seven) library standards: library collection

standard, library facility and infrastructure standard, library service standard.

librarian standard, library organization standard, library management standard,

and information technology and communication. Each standard is divided into

some indictors. The result of the research shows that in each of its operation, this

library has not fulfilled these 7 (seven) standards, according to the Directive of

the Head of the National Library No. 14/2017. However, there are some

Indicators in the standards which have been implemented such as the indicators of

location, types of service, cooperation, promotion, developing the librarians, its

vision, its mission, its establishment, its goal, policy, its tasks and fuctions,

institutional status, work program, its development, its planning, budgeting, and

supervision. Some indicators which have not been implemented, according to the

standards, are types of collection, the number of collections, the development of

collection, recounting/taking stock and weeding, processing the library materials

colletion preservation, its building, its service and work facility, opening hour, the

number of employees, qualification of the libratry head, librarians, its technical

personnel, organization, library inplementation, report of performance, and

information technology and communication. It is found that 50% of the indicators

have been fulfilled and the other 50% of the indicators have not, according to the

standards of the Directive of the head of the National Library No. 14/2017.
