| dc.description.abstract | This study aims to describe the efforts of the Medan City Social Service agency against the phenomenon of silver man on the streets. The Social Service has the right and authority to deal with the existence of this silver manbeggar in order to restore the social functioning of individuals, groups or communities to fulfill their basic needs and rights as human beings so that they can carry out their duties and social roles and overcome the problem of poverty in the life of silver manbeggars in Medan City. The method used in this research is descriptive with a qualitative approach. Determination of informants using interview techniques, by interviewing 7 informants, namely 5 key informants and 2 additional informants. The presentation of the data refers to Robert K Merton's functional structural theory to show the functionality of the Social Service in an effort to deal with the silver man phenomenon on the streets. The results of the study show that the efforts of the Medan City Social Service in dealing with the phenomenon of silver people have carried out various programs for silver people to improve their social functions in meeting the needs of their dysfunctional lives so that the presence of silver people on the streets is slowly decreasing. However, the program carried out by the Medan City Social Service has not been fully successful because several obstacles have been found in handling the silver man and have not yet found a solution. | en_US |
