dc.description.abstract | The management of public street lighting in Medan City is a form of development service to the community, especially in the infrastructure sector. Street lighting is a complementary road infrastructure that can be utilized by the community in their activities, especially at night. The background of this research is that there are still many public street lighting in the city of Medan which do not turn on at night. The purpose of this study is to determine the management of public street lighting in Medan City. This research was conducted at the Medan City Transportation Service, PT. PLN (Persero) UP3 Medan, Tender Companies (vendors), DPRD Commissions III and IV of Medan City and the community as beneficiaries. The research method used in this research is descriptive research with a qualitative approach. Data collection used interview, observation, documentation and literature techniques. Qualitative data analysis using management functions from George R. Terry, namely POAC includes planning (planning), organizing (organizing), actuating (implementation) and controlling (supervision). The research results show thatplanning(planning) has been well realized through regulations governing Street Lighting Equipment from the center to the regions, but due to the limited available budget, it has become an inhibiting factor in carrying out management in accordance with what is stipulated in the planning. Then, the organizing indicator already has resources and a clear division of tasks and responsibilities in the field, it's just that coordination still needs to be improved between related institutions that have the same duties and responsibilities in making Medan City a Bright City. Furthermore, on actuating indicators (implementation) it has been going well from communication to the community and leadership capabilities in motivating employees to achieve the goals that have been set but to achieve that all the successes of the SKPD in the field are supported by available and proper infrastructure for use. Meanwhile, the Medan City Transportation Service has limited infrastructure so that management requires a long time for the maintenance process, repairing damage to public street lighting in Medan City. Final, controlling (supervision) supervision has been carried out properly in the field, it's just that there are no clear and firm legal sanctions for employees who misconduct duties and responsibilities at work and for people who commit acts of vandalism on public street lighting in Medan City. Thus, the various obstacles described must be addressed to make Medan City a City of Light. | en_US |
