Koordinasi Instansi Pemerintah Daerah Dalam Penertiban Bangunan Tanpa Izin di Kota Binjai
Abstract
This research aims to find out and describe the coordination of local government agencies in controlling unlicensed buildings in Binjai City, which in this case leads to the Housing and Settlement Area Office (Perkim) with the Binjai City Pamong Praja Police Unit (Satpol PP). Problems related to the emergence of unlicensed buildings in Binjai City and the decline in the number of people in Binjai City who took care of the Building Construction Permit (IMB) and Building Building Approval (PBG) compared to previous years, turned out to have affected the Regional Original Income (PAD) of Binjai City. The benefit of this research is to be able to find out the method or criteria as well as the Standard Operational Procedure (SOP) carried out in the context of controlling unlicensed buildings in Binjai City, besides that this research is also useful so that the community knows the things that must be done when the building owned is declared unlicensed. This research uses descriptive research methods with a qualitative approach. Data collection techniques were carried out through interviews, observations, secondary data and literature studies related to controlling unlicensed buildings in Binjai City. The research informants were the Department, Satpol PP, the Chairman of the DPRD of Binjai City and Journalists. The data obtained is then analyzed qualitatively by reviewing all the data collected which is supported by the results of the interview by looking at the indicators put forward by Hasibuan (2016: 88) that coordination can be seen from the unity of action, communication, division of labor, and discipline. The research results stated as follows: First, there is no local regulation related to Building Approval (PBG); Second, there is no cost which results in the stoppage of the curbing stage until the stage of sealing or dissolution of the building; Third, Human Resources (HR) in the Perkim Office are limited; Fourth, work unity is still weak because it is more concerned with the duties and functions of the agency rather than the common interest (sectoral ego) and there are problems in decision making; Fifth, communication between agencies which often causes miscommunication
