The flood issue in Medan City, particularly in the Medan Petisah Subdistrict, has become a serious problem that greatly troubles the community. Therefore, it is necessary for the Medan City Government to undertake flood mitigation efforts. However, the implementation requires collaboration between the Medan City Government, the community, and other stakeholders to achieve common goals. This research aims to understand the process of Collaborative Governance by the Medan City Government in flood mitigation efforts in the Medan Petisah Subdistrict in 2022, as well as to identify the challenges and obstacles encountered during the implementation. This research adopts a descriptive method with a qualitative research approach, utilizing data collection techniques such as interviews and literature/document studies. To answer the research questions, the researcher employs the Collaborative Governance theory supported by Ansell & Gash (2007). The research focuses on five indicators: face-to-face dialogue, where the government only conducts a musrembang (development planning forum) to discuss flood-related issues; trust-building by promptly responding during floods; commitment to the process, where not everyone is aware and understands the importance of their participation; shared understanding, which is lacking due to the number of unaware parties; and intermediate outcomes, which are carried out by the government itself with limited community participation. The challenges and obstacles identified include a lack of community participation, inadequate socialization, a lack of firmness in enforcing regulations, and technical difficulties in the field. Based on the findings of this research, it can be concluded that the process of Collaborative Governance by the Medan City Government in flood mitigation efforts in the Medan Petisah Subdistrict in 2022 is still not functioning effectively due to insufficient community participation and the absence of involvement from stakeholders/private parties.
